Job Description:

Responsible for performing professional accounting functions for the finance operations in the City. An employee in this class is responsible for a variety of accounting tasks involving bank reconciliations, cash management and investments, tax and other revenue collections, journal entries, assisting with year-end audit procedures, generating a variety of financial reports, and performing related fiscal duties. Work includes generating a variety of records and reports, generating spread sheets and graphics on fiscal matters, and other accounting duties. Work is performed under general supervision of the Accounting Supervisor and is evaluated through observation, conferences, review of work, and audit of the records by an external auditor.

ESSENTIAL JOB FUNCTIONS

  • Reconciles various bank account statements; prepares adjusting entries; receives and processes daily returned checks and ACH transactions from the Central Depository account.
  • Prepares and processes daily, monthly, quarterly and annual journal entries to the general ledger.
  • Prepares various monthly, quarterly, annual and special financial reports, tax reports and other reports required by Supervisor, State or other external agency.
  • Reviews and analyzes various general ledger account balances; performs reconciliation of these accounts and prepares supporting documentation on a monthly basis and at year-end; reconciles and balances payroll; monitors and keeps updated debt service spreadsheet and accounts; generates a variety of spreadsheets depicting financial condition and status.
  • Performs special projects for Finance Director and Assistant Finance Director; assists in the development and implementation of adopted financial policies and procedures ensuring technological efficiencies.
  • Organizes and prepares statistical section reports for the City’s Annual Comprehensive Financial Report (ACFR); assists with annual audit preparation.
  • Serves as team leader and backup for accounts payable and payroll.
  • Balances receivables to general ledger and deposits monthly; balances cash and accounts payable to general ledger.
  • Generates a variety of spreadsheets and graphics depicting financial conditions and status.
  • Performs various internal audits of City funds to ensure accuracy and correct discrepancies.
  • Assists with annual audit.
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Bachelor’s degree in Accounting or related area; and one (1) years of experience in an automated fiscal or accounting environment, preferably in the public sector; or an equivalent combination of education and experience. 

Special Qualifications:

  • Possession of a valid driver’s license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.

Knowledge, Skills and Abilities:

  • Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB).
  • Knowledge of accounting principles, municipal accounting, general and fund accounting.
  • Knowledge of methods and techniques of research, analysis and report preparation.
  • Knowledge of the principles and procedures of fiscal record keeping and reporting.
  • Knowledge of laws, general statutes, rules, and regulations governing specific municipal government accounting task.
  • Knowledge of computer operations as they relate to assigned tasks including the use of various financial package applications and various spreadsheets.
  • Skills in oral and written communication.
  • Ability to compile, evaluate, and reconcile a variety of accounting records and reports; Ability to make arithmetic computations accurately and with reasonable speed.
  • Ability to perform a variety of fiscal or accounting functions and to change priorities quickly and maintain accuracy level.
  • Ability to develop and maintain effective working relationships with a variety of people including vendors, general public, and other employees and supervisors and to serve as a lead worker in providing technical guidance and/or teaching others.
  • Ability to perform accounting processes with speed and accuracy.

PHYSICAL DEMANDS

Work in this classification is defined as light work requiring the physical exertion of up to 10 pounds of force occasionally and a negligible amount of force constantly to move objects. Physical demands require climbing, crouching, crawling, standing, walking and lifting. Vocal communication is required for responding to inquiries, expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels. Visual acuity is required for extensive reading, to prepare and analyze written or computer data, determine the accuracy and thoroughness of work, and observe general surroundings and activities.

WORK ENVIRONMENT

Work is primarily performed in an office with a controlled environment without exposure to harmful conditions.
